Director, Defense Security Cooperation Agency (DSCA):

LTG Charles HooperLieutenant General Charles Hooper became the Director, Defense Security Cooperation Agency, in July 2017. He manages a professional Security Cooperation Workforce of military and civilian personnel located all around the world. He provides leadership, management, and oversight for the Security Cooperation Community in developing and executing innovative Security Cooperation solutions that support mutual U.S. and partner interests. LTG Hooper leads a diverse portfolio of Security Cooperation programs including Foreign Military Sales; Foreign Military Financing; International Military Education and Training; Defense Institution Building, End Use Monitoring; Title 10 and 22 equipping programs; and Humanitarian Assistance, Disaster Relief, and Mine Action.



Deputy Director, Defense Security Cooperation Agency (DSCA):

Mr. Gregory KausnerMr. Gregory M. Kausner, a career member of the Senior Executive Service, is the Deputy Director of the Defense Security Cooperation Agency. He is responsible for oversight of DSCA’s diverse portfolio of Security Cooperation programs and for working with external stakeholders to synchronize DSCA activities with foreign policy and national security objectives.



Command Senior Enlisted Leader, Defense Security Cooperation Agency (DSCA):

Sergeant Major Vincent C. SantiagoSergeant Major Vincent C. Santiago is the Command Senior Enlisted Leader for the Defense Security Cooperation Agency. SgtMaj Santiago provides his unique perspective and sound advice for the Director, the Deputy Director and the leadership team.




Principal Director for Security Assistance (SA):

Mrs. Michele HizonMrs. Michèle Hizon is the Principal Director of Security Assistance (SA) at the Defense Security Cooperation Agency (DSCA). The Directorate is responsible for the global execution of security assistance activities. These include Foreign Military Sales (FMS); End Use Monitoring; and Title 22 training and equipping programs such as Excess Defense Articles, Special Defense Acquisition Fund, leases, and Foreign Military Financing.



Principal Director for Building Partner Capacity (BPC):

Mr. Rob HelfantMr. Rob Helfant is the Principal Director for the Building Partner Capacity (BPC) Directorate at the Defense Security Cooperation Agency (DSCA). BPC is the focal point within DOD for planning, execution and management, and oversight of numerous Title 10 Security Cooperation (SC) programs. The BPC team is committed to the planning and execution of programs supporting the full spectrum of capabilities that security cooperation endeavors to deliver.




Principal Director of Business Operations (DBO):

Mr. Aaron HardingMr. Aaron Harding is the Principal Director for Business Operations (DBO). Mr. Harding is the senior manager for all Defense Security Cooperation Agency (DSCA) financial operations including financial policy, audit readiness, acquisition, and financial reporting. In this capacity, he is responsible for managing financial aspects of the Foreign Military Sales program and Foreign Military Sales Trust Fund with a total program value of over half a trillion dollars, to include the Foreign Military Financing Program. Additionally, he is responsible for oversight of programming, budgeting, financial execution, and reporting for a variety of security cooperation programs.




Principal Director of Security Cooperation Workforce Development:

Ms. Cara AbercrombieMs. Abercrombie is the Principal Director, Security Cooperation Workforce Development Directorate with the Defense Security Cooperation Agency, responsible for overseeing the development, training, certification, and management of a professional workforce supporting security cooperation programs and activities. As part of this effort, Ms. Abercrombie will oversee the inauguration of a new Security Cooperation University in 2019.
