Mr. Unger

Mr. Robert Unger is the Principal Director for Business Operations (DBO). Mr. Unger is the senior manager for all Defense Security Cooperation Agency (DSCA) financial operations including financial policy, acquisition, and financial reporting. In this capacity, he is responsible for managing financial aspects of the Foreign Military Sales program and Foreign Military Sales Trust Fund, to include the Foreign Military Financing Program. Additionally, he is responsible for oversight of programming, budgeting, financial execution, and reporting for a variety of security cooperation programs. He also manages DSCA’s Humanitarian Assistance programs to include Disaster Relief operations and Mine Action programs of the Humanitarian Demining Training Center at Fort Lee, Virginia.

Mr. Unger was the Associate Director for Contingency and International Programs at the Office of the Under Secretary of Defense (Comptroller). In this role, he and his team collected, analyzed, and reported all overseas contingency operations (OCO) funding for the Department of Defense, nearly $60 billion annually, reviewed requests and determined the best authorities to support international partners and allies, and wrote financial policy. Prior, Mr. Unger served as the Senior Budget Analyst for the Afghanistan Security Forces Fund, a nearly $5 billion annual program. He chaired the Afghanistan Security Forces Fund Working Group and served as the secretariat of the Afghanistan Requirements Oversight Council. He defended the requirements of the Afghanistan National Defense and Security Forces to the Office of Management and Budget (OMB) and Congress. He also served as the Department of Defense Trust Fund Manager in support of Afghanistan requirements, a program that received more than $1 billion from international contributors.

Mr. Unger is a graduate of the United States Military Academy, West Point. He served as an infantry officer at Coleman Barracks, Germany and Schofield Barracks, Hawaii. After company command, he became a financial manager. He worked as a Resource Management Instructor for the U.S. Army Finance School at Fort Jackson, South Carolina, a Budget Analyst in the Headquarters Department of the Army Program Prioritization Office, the Chief of the Contingency Budgets Branch for NATO in Naples, Italy and the Director of Resource Management for the Southern European Task Force (SETAF) Airborne and the U.S. Army Africa Command in Vicenza, Italy. His final military assignment was Chief of Acquisition Integration for the Army Budget Office’s Investment Directorate.

Mr. Unger earned a Master of Business Administration through the Army Comptrollership Program at Syracuse University, New York. He has earned his Department of Defense Financial Management Certification (Level 3) and is a Certified Defense Financial Manager (CDFM). His awards and decorations include the Legion of Merit, Defense Meritorious Service Medal (1 Oak Leaf Cluster), Meritorious Service Medal (3 Oak Leaf Clusters), Expert Infantryman Badge, Parachutist Badge, and Ranger Tab.
