Mr. Jim Worm is the Acting Deputy Director of the Defense Security Cooperation Agency as well as the Principal Director of Business Operations. As the Deputy Director, Mr. Worm is responsible for oversight of DSCA’s execution of its diverse portfolio of Security Cooperation programs and for working with external stakeholders in synchronizing DSCA activities ensuring alignment with foreign policy and national security goals and objectives.
As the Principal Director of Business Operations, he is the senior manager for all DSCA financial operations including financial policy, acquisition, and financial reporting. In this capacity, he is responsible for managing financial aspects of the Foreign Military Sales program and Foreign Military Sales Trust Fund, to include the Foreign Military Financing Program. Additionally, he is responsible for oversight of programming, budgeting, financial execution, and reporting for a variety of security cooperation programs. As the Principal Director of Business Operations, he also manages DSCA’s Humanitarian Assistance progams to include Disaster Relief operations and Mine Action programs of the Humanitarian Demining Training Center at Fort Lee, Virginia. As the Principal Director of Business Operations he manages staff assigned to five divisions: Country Financial Management; Financial Policy and Analysis; Defense Contracting; Comptroller; and Humanitarian Assistance, Disaster Relief, and Mine Action.
Prior to being appointed as the Principal Director of Business Operations, Mr. Worm served for over three years as the Comptroller for DSCA. Before joining DSCA, he worked in the private sector as the Controller for X-Tra Light Manufacturing and Services Company in Houston, Texas.
Mr. Worm is a retired Army infantry officer. He served the nation through various military assignments across the United States, Europe, Central America, Asia, and the Middle East, to include a combat tour in Iraq with the 101st Airborne Division.
Mr. Worm holds a Bachelor of Arts degree in Finance from the University of Houston and a Master of Business Administration degree from the University of Texas.
